The file in the jupyter tarball comes from [3].

That repo appears to be set up by the jupyter team to provide a
bower-installable version of caja.

The actual `html-css-sanitizer-bundle.js` appears to be a concat of
(actual, non-generated) javascript source and json files containing
lists of HTML/CSS entities (from paths
src/google/caja/{plugin,lang/css,lang/html} in [4]). I think it's at
least arguable that it can be regarded as source (the individual files
could be included as `missing-source` if necessary).

There is precedent in main for this approach (using libjs* at build time
but embedding the result) - see, eg, syncthing. Symlinking would save
some space (and can be done, although it would be a pain), but given the

kronometer is based on KDE Frameworks (KF5 + Qt5) since the version
2.0.0, which was released 13 months ago (Aug 2015).  The current version
is now 2.1.1, almost two months old (see [1]).

Are you still interested packaging kronometer? If not, may I package it
under the KDE Extras umbrella?
