I intend to orphan the basemap package.

The package description is:
 The matplotlib basemap toolkit is a library for plotting 2D data on maps in
 Python. It is similar in functionality to the matlab mapping toolbox, the IDL

 Basemap is geared toward the needs of earth scientists, particular
 oceanographers and meteorologists. The author originally wrote Basemap to help
 in his research (climate and weather forecasting), since at the time CDAT was
 the only other tool in Python for plotting data on map projections. Over the
 years, the capabilities of Basemap have evolved as scientists in other
 disciplines (such as biology, geology and geophysics) requested and contributed
 new features.

The anew project isn't very active at the moment.
There are open bug issues on GitHub that haven't been addressed.
For this reason, I won't proceed with the effort to package anew for Debian.

I've opened an issue on the project's GitHub repository, but haven't received
any responses.
This is yet another reason not to pursue this packaging task further.

I am immensely grateful for the work done by the upstream team, but adhering
to Debian's best practices, it doesn't make sense to continue with this
packaging endeavor.

has stalled, so I expect that the future maintenance will not

Can you rebase the last tree commits into one and keep at lest the 
following lines in the changelog? (Once the package is within the 
archive of course such rebasing should not happen anymore. Have a look 
into existing changelog entries from other files for examples how to 
write the entries.)

The last entry is needed with every new upstream version that is getting
