An RFP means you are requesting someone to package it. The best you can 
do is to make it as easy as possible for potential packagers to decide 
whether it's worth looking into it.

Especially the information about the license and programming language is 
very useful for this.

In this particular case it could make sense to Cc: the KDE Team as they 
might be interested in picking it up themselves.

Some mailer along the way mangled the line breaks and the report ended 
up against the package "wnppSeverity", which doesn't exist.

Also, the correct severity is "wishlist" (just a cosmetic detail).

The "RFP" is a tag meant to go in the subject / bug title instead of 
"TAG" (which I forgot to fix, doing it with this message).

In addition to the above, especially since this is an RFP, the report 
should contain more information about the package, like the upstream 
URL, license, etc. (see the link I provided below). This makes it easier 
for a potential contributor that is looking into packaging it.

If your intent was to contact the current Maintainer you should CC them 
explicitly. RFA bugs are filled against wnpp and there is no way to tell 
if the Maintainer is subscribed to the bug.

If your intent was to look for sponsors there is a special procedure for 
that, but you should still CC the original Maintainer, as they might 
want to sponsor you.

In the particular case of jabberd2 you should most definitely contact 
the Maintainer first, because:
- it is a Team (they will probably welcome your help)
- they are not the original Maintainer who filed the RFA (they may have 
  forgotten to close the bug)

Regarding udns, the package doesn't appear to be orphaned (no O: bug 
against wnpp). In this case uploading a new package might be considered 
a hijack. If you want to help you should definitely contact the 
Maintainer first.

 * poabc: script for checking common translation errors
 * gtparse: module for parsing po-files
