I think you can use rsync 3.1.2, in my git I had a working version
based on 3.1.2:

Hi,

In fact this version of rsync can only work with backuppc.
So I think it would be better to keep this name, to reduce
possible confusions.

Before creating a VCS repo for it: I wonder why the package is ITP'ed
as "backuppc-rsync" despite upstream calls the software "rsync-bpc".

Shouldn't we name the package then "rsync-bpc", too?

Next question wrt. to packaging it, is: Which version to package?

The only released versions seem to be based upon rsync 3.0.9 (last
included in Debian 7 Wheezy) while rsync itself is at 3.1.2 now. In
the master branch there seems to be a version which has currently the
working title 3.1.2.beta0.
