Debian WWW CVS:

 Log message:
Whoops, I forgot to increase the counter. Can't this be done
   automatically?

There reason for not having that was so that drafts for future versions
could be posted to the CVS without showing up in the index, to allow
translators to do advance translations.

Yes, I know all about content negotiation. I'm using Mozilla, and
 it's configured properly.

All other pages work properly. Just not that one. Are you going to
blame that on my browser too?

I didn't mean to insult your intelligence. I just wanted to rule
out the obvious. Could it be a misbehaving proxy?

I've tried it[1] with my browser (Mozilla Win32), configured to
accept English [en]. This grabbed the English page. I then tried
again with it configured to try Spanish [es], then English [en]
and it grabbed the Spanish version. I also tried it with lynx,
and it grabbed the English version.

You might also try grabbing the English[2] version directly to
ensure that it is correct.

Is the title 'Peta situs web Debian'? If so, you are definitely getting
the indonesian version of the file. In that case, my best guess is that
you are using a broken proxy.

In another mail, you said you are using mozilla. Is the language setting
'en' or does it include a country code?

If you aren't using a proxy (note that some ISPs force all http traffic
through a proxy behind your back) and content negotiation is set up
properly, then it may just be a(nother) bug in apache.
