Just updated to 23.04 and this behavior is gone. Now when I click another window while the pie-chart dialog is showing, it dismisses the dialog. One more video showing how the dialog dominates the UI. In the video I open a terminal and put a sleep (so I can setup the UI dialog) in front of executing google-chrome as a simple example. There wasn't any activity noticeable in top and no updates from the journalctl command. I've attached a video demonstrating it is really just about the dialog displayed.
