[Bug 1916464] [NEW] Regression: auto-update notification and GUI doesn't allow installing updates without restart

Public bug reported:

Linux is great and famous for being able to install most updates without
Restart.

However, recently Ubuntu started showing only "Update & Restart" button
in GUI, even when no kernel packages are offered to be updated.

There should be only "Update" button without restarting when no kernel updates 
are pending.
Why do people now get Windows-like experience of always restarting?

[Bug 1916460] [NEW] Regression: upgrading of 3rd-party deb packages no longer works in GUI

If you download an unofficial deb package and open it with gnome-
software from the browser, it will let you to install it.

However, if you already have an older version of the same package
installed, it will offer to Remove only. Previously, it would offer to
upgrade. This makes upgrading of 3rd-party software cumbersome.

The problem actually existed all the time since GIMP's HiDPI support was added, 
also in previous Ubuntu versions.

GIMP has introduced HiDPI support a while back and provides Icon Theme
in the settings.

I have a 4K display set to 2x scaling.

GIMP starts by default with tiny icons (Guess icon size from resolution
in Preferences).

If I change this to "Use icon size from the theme" - the icons get a bit
large, but still too small to see properly.

Then, there is "Custom icon size" settings with available choices of 
Small/Medium/Large/Huge.
>From these choices, Medium get the largest (but still small icons), where both 
>Large and Huge are the same as Small.

Is the problem with Large/Huge icons not actually shipped?

After some Ubuntu updates (evolution 2.26.1-0ubuntu2), evolution started
crashing on startup. Downgrading the package didn't help, so maybe upgrade was
just a coincidence, so I am posting this here.

I can even reproduce the bug in evolution's offline mode: all I have to do is
navigate to my Inbox folder, so this time it is not related to communication
with the server, but probably with reading of some cached data from the disk.

The console is not very informative:
