Public bug reported:

In Ubuntu 13.10 backspace in terminal only deletes one byte of multibyte
character.

For example:

# cat  /tmp/test
tыbackspacet

# cat /tmp/test
t�t

# hexdump -C /tmp/test
74 d1 74 0a

Where 'ы' is a russian letter (D18B in hexadecimal form). You may see
that only second byte of multibyte character was deleted by backspace.

I saw similar problem for ssh, but it's not the case. Here I'm not using
ssh, just normal Terminal session.

Ubuntu 12.04 was not more stable then 12.10 or 13.04. It's even not claimed to 
be more stable by Canonical, as it's just long term support. Many applications 
of older versions aren't usable for real  tasks. I can name some examples. GIMP 
2.6 (from 12.04) has no layer groups support, so it was completely useless to 
open PSD-files. OwnCloud 5.0.4 (also from 12.04) has some deal-breaking bugs 
and known vulnerabilities, making it completely unusable. And the same for 
ownCloud client. LibreOffice 1.3 is one more example, it's not usable on some 
complex files. We use OS not for itself but for applications, so LTS is not a 
solution at all. In other words we need stable base system and fresh 
applications, but  there is no such a choice for Ubuntu.

I have tried m17n, but it didn't switch layouts at all, though the indicator 
did change its icon. The same problem was described in comment #68.

UPD: ok, m17n partly works. It doesn't work only in Kate on my computer
(but works on nearby computer with exactly same configuration). Also
there are some side effects in some applications like Thunderbird: if
you type symbols in it then Ctrl+Z will revert all symbols one by one
(this is not correct behavior).

Offtopic: I really don't understand Ubuntu's team politics. What the
reason to rewrite and completely break such a essential functionality as
layout switching in stable release (and force users to update to this
release)?

This bug is still actual for most applications after all updates have
been applied. All workarounds specified in this bug are not usable
