default behavior is to sleep.

Open the attached Move control points file, 
Notice that points 4 and 5 are both scaled to 1%.

preview/create an animation.  
Notice as the image approaches 4, it shrinks to 1% (good)
then it goes to 100% as it moves from 4 to 5 (bad)

It should stay at 1%
