Same observed here with 15.10. I consider this as a security concern, too. You 
may try:
   gsettings set org.gnome.desktop.screensaver ubuntu-lock-on-suspend 'true'
It worked for me

The system runs trusty with gnome-shell. Intermittently, the running 
gnome-terminal can not be activated anymore - neither from dash, nor from 
alt-tab - the window minimizes immediately. Applying Alt-F2 'r' recovers from 
the symptom.

[Bug 328575] Re: Cannot start gnome-terminal bcause of gconf error

Hello Folks,
I just encountered this problem during LiveCD Building with Ubuntu 
Customization Kit. I used Xubuntu CD image as base so far, always worked well - 
now with 9.04 rc / Ubuntu Edition this problem comes when selecting 'run 
console'. If unsolved, LiveCD building with UCK is jeopardized, unless the 
scripts get patched with a workaround as mentioned above. Will dive deeper now,
