This workaround doesn't work for me...
I have i386 architecture, so I changed the commands as follows:

wget 
https://launchpad.net/ubuntu/+source/glib2.0/2.48.2-0ubuntu3/+build/15131276/+files/libglib2.0-0_2.48.2-0ubuntu3_i386.deb
wget 
http://mirrors.kernel.org/ubuntu/pool/main/d/dpkg/dpkg_1.18.4ubuntu1_i386.deb
ar -x dpkg_1.18.4ubuntu1_i386.deb
tar -xzf data.tar.gz
sudo ./usr/bin/dpkg -i libglib2.0-0_2.48.2-0ubuntu3_i386.deb

everything appeared to process correctly, but when I run 
sudo apt-get -f install
it fails with the same "interest-await" error as before.

I have no /proc/acpi/ directory, but cat /proc/apm returns:

Description:
I'm running Dapper on Toshiba Satellite Pro 4300.  I usually run the Battery 
Charge Monitor in compact view.  About reports legacy (non-HAL) backend 
enabled.
The monitor (2.14.1) works perfectly when running on battery.  Battery life as 
both percentage and time remaining appears accurate.
When I plug into AC, the applet correctly reports System is running on AC 
power and charging.  However, the time remaining till fully charged is 
really the battery life remaining.  The time remaining till fully charged grows 
as the battery approaches full charge.
For example, as I am writing this the applet is reporting:35 minutes until 
fully charged (20%)
A few minutes later:   39 minutes until fully charged (22%).  This trend will 
continue until it reads something like 2 hours 36 minutes until charged (99%).
I believe the battery monitor worked properly for me in Breezy.
