This is also presents a big Ubuntu usability issue for me too.. I have
spent years placing the taskbar/window list on the left hand side in
Windows, where it works sensibly and flawlessly (makes it much easier to
work with a large number of open windows).. have never seen it work
under Ubuntu. Hate to say it, but it's the same old story, bug reports
for basic functionality issues that languish for years.. very off-
putting for newcomers to Ubuntu.

Problem still exists.. I'm hitting it too using Ubuntu 10.04 amd64.
..and the temporary workaround (killall telepathy-butterfly) works here too.

This highly frustrating problem is equally present on Ubuntu 8.10
Intrepid.

Can a general solution be found - such as whenever the height of a window 
exceeds the height of the screen, automatically present a scrollbar to enable 
accessing the bottom part of the window?
(same thing applies for the width)

Nb. the command line workaround that got me out of this trap was:
  xrandr -s 800x600

(another related Bug #8629)?

...by the way, you fall into this trap as easily as:
  * Open the 'Screen Resolution' dialog
  * Select 640x480
  * Click Apply
now you are stuck...
