I observed this bug on a week old Hardy install. I have the same graphics chip, same screen resolution as the original reporter. For me, removing the file helps only temporarily. Another me too. CPU usage goes up into the 90%s after opening the Applications menu for the first time (I'm not using the menu applet, only Alt+F1).
