Public bug reported:

1. Log into Ubuntu 12.04 using Gnome Classic
2. Use the Alt-Rightclick context menu on the bottom panel, select Add to Panel 
and add a Trash icon in the bottom right where the trash icon used to exist in 
Ubuntu 10.04 etc.
3. Alt-Rightclick the bottom panel again and select Properties, unselect the 
Expand checkbox so that the panel shrinks when programs close and expands when 
programs are started.
4. Click the trash icon in the bottom right of the panel.

The panel will now be "stuck" to the mouse pointer and move with it, as
though you have clicked the far left or far right side of the panel and
held down the mouse to move it. To unstick it you have to move your
mouse to the centre bottom of the screen and click one of the sides to
move it again.

This happens every time you open the trash from the panel.

I can provide screenshots etc. if anyone can't follow the instructions
above.
