I have restored my clonezilla backup of 18.04 as I also have an issue 
with deja-dup not working after the upgrade (reported as a separate 
bug). I needed to get back to work urgently and didn't have time to try 
your suggestion.

As a side, I see that icons are missing for certain locales, could this 
be related?

I have never changed the icon theme, so whatever the ubuntu mate default 
is.

You say it no longer effects ubuntu-mate, yet I still have this problem
