[Bug 1281256] [NEW] Shutdown / Restart dialogue must correspond indicator selection

Public bug reported:

When user selects reboot from top left power indicator confirmation dialogue 
appears but Shut down is always highlighted and default option. In my opinion 
when user selects reboot the reboot option must be highlighted so it would be 
much easier to confirm selection by pressing Enter key that to move mouse to 
select not Shut down but Restart and clicking on It
This would be much better user experience and could save some time
