In my case, VLC is not affected, but Totem, Nautilus, Firefox and Shotwell are. Dear all, Recently, I noticed that I was experiencing the same problem (Ubuntu 13.04). I use to create an SSH tunnel to a personal server (ssh -D ...) and configure a system-wide proxy via this tunnel. I will remove the proxy for the coming days and see if the problem persists.
