I'm working on Debian (Jessie) now and I can't reproduce this bug anymore with gstreamer0.10-ffmpeg (0.10.13-5) – neither with PiTiVi 0.15.2-0.2 nor with Totem 3.0.1-8. I add two screenshots: one of pitivi and the other of kino, both showing the same scene of the same DV AVI file. In both cases I didn't do anything else but to import the file and set the timeline to a certain time.
