@Mauro: In the meantime (waiting for a fix) you can use gimp.. read my post 
here: http://ubuntuforums.org/showthread.php?t=106380
for a simple workaround. I'm using it for reading my incoming faxes too

[Bug 119076] sortable windows/tasks list in gnome panel (wncklet)

You have been subscribed to a public bug:

It would be really nice to be able to sort windows and tasks in the
gnome-panel windows list. It can be very useful when you use on a daily
base a set of applications like email client, internet browser, text
editor.. and you are used to find them in a certain position. Your hand
movement to the task button then becomes quite automatic but if you in
the meantime open some windows like couple of nautilus and gimp and
firefox crashes, restarting it will lead you to have the firefox
button at the end of the list and you'll always have to search for it..
so it would be nice to be able to drag that button back to where it was
:-) I don't use grouped windows so can't say if there could be the need
to drag and drop also the sub items of a task button (popup menu items)
..
