This is serious bug and is really counter-productive in 21 century when downloading some portable archive and cannot launch software, Very troublesome. when i create new panel and move it to random location it leaves invisible place size of the default panel, look image BUT sometimes it occurs sometimes not so i am grateful if you check it. Usually restart helps to clean this .
