Unless you logout/restart, you will also have to reload the icon cache and restart the panel. Since the committed fix only addresses wired connections, I've created the icons for wireless VPN status as well, at least for the 22 and 24 sizes. (I didn't find the lock icon in other sizes in the 'elementary' icon set, which I used for the source.)
