As far as I know, yes. I tested on a Ubuntu 12.04 guest in VirtualBox on Windows 7, without the Guest Additions installed. ** Description changed: The dialogs in System Settings should not show the tab bar when there's only one tab available, even if the dialog is expandable and can show - more than one tab. This is the case with the Mouse and Touchpad applet + more than one tab. This is the case with the Mouse and Touchpad dialog in System Settings, for example, where if there is only a mouse available and no touchpad, there's only one tab shown, which honestly doesn't look nice, in my opinion.
