Well... this file plays perfectly here in both Mplayer and Totem. I must admit I have a slightly more powerfull configuration (AMD64 3200+, 1GB ram, Geforce 7600), I didn't notice any choppy playback whatsoever. The videofile itself looks blocky when displayed fullscreen, but I suppose that's logical for a 2 minute video in only 4,6MB. I'd take a look at your codecs, perhaps installing codecs from the Medibuntu archive (www.medibuntu.org) could help, if you haven't already done so. Furthermore, have you tried different players (mplayer / vlc / xine)? Do they make any difference? This could be anything... badly encoded video files, poor hardware support, codec problems...
