Public bug reported:

If eog is fed a missing file, it reports that no images were found in
the file, rather than that the file itself is missing.  This happens
every time eog is fed a missing file via the shell, but only via the
shell not the menus.

Say the file "/home/user/Pictures/foo.jpeg" does not exist but eog is
launched in the shell using "eog /home/user/Pictures/foo.jpeg" it will
produce the error below:

 No images found in file:///home/user/Pictures/foo.jpeg

It should report that the file is not found instead of implying that the
file exists but does not contain image data.
