It is very simple to reproduce:
Open the System menu go to preference and keep the mouse pointer over 
Apparence. You will see that the tooltip "Customize the look of the desktop" 
appears near Apparence. now move the mouse over another icon, for instance 
keyboard. You will see that the keyboard tooltip appear in the same place of 
the Apparence one, and immediately after the mouse pointer goes over keyboard.

Maybe the correct behavior is that when the pointer leaves the area that
was the source of the tooltip, the tooltip have to disappear
