That's a feature of Wayland sessions, not a bug. Because in a Wayland
session gnome-shell *is* the display server so restarting it would kill
all apps, unlike Xorg sessions.

wayland sessions
Please open a new bug about that (and with more details) by running:
ubuntu-bug mutter

We will make this bug about the freeze. To debug it further, please:

2. Next time the freeze happens, press Alt+SysRq+(R,E,S,U,B). And immediately
after it reboots run:
