My system had some CPU throttling issues causing Ubuntu to lag, everything is fast again now. This might have been caused by my system running so slow due to the other bug I'm having with tracker-miner consuming all CPU: https://bugs.launchpad.net/ubuntu/+source/tracker-miners/+bug/1961540 The system was so sluggish that the Software Center simply did not load.
