You are right, I only see it with the ubuntu-dock extension enabled, and auto-hide turned on. But this only happens in VMs. My 22.04 host has auto-hide on (I tried all 3 locations for the dock with no behavior change) and I'm able to arrow over to the Activities icons with no problem. I can't reproduce the bug in Wayland or Xorg sessions on a fresh install of jammy. If auto-hide is enabled then it would be bug 1979096. Otherwise please try disabling shell extensions and see how many you need to disable before the bug goes away.
