UPDATE: disabling ubuntu-dock seems to have resolved things. Initially it was about 50/50 whether I could open or see windows properly until I rebooted. Sometimes I can open a Terminal, sometimes I can't. When application windows do open promptly, they are often "off-screen" visible from the Activities overview, but not on the workspace itself when "zoomed in" after clicking on one of the windows.
