I experience this bug too, so I confirmed it. This bug existed basically forever in Ubuntu, I us it since warty and it has been there IIRC It's not extremely annyoing so I never bothered to report it but I stumbled on this bug now, and seeing it affecting other users I realized it might be a bigger deal than I thought, The thing is: most of the time fullscreen works ok but sometimes (maybe 1 in 10-20 times) it behaves as Christophe explained.
