So, should this be filed as a GTK bug? (I suspected this, that's why I
said that I don't know if it's in the Rhythmbox code). If so, then where
should I file it? Or will they be notified upstream. Or is this issue
not intended to be fixed?

thank you for your bug report, that's not a bug though, gtk acts this
way, a click on a scrollbar or slider moves one step in the direction of
the click, you can drag and drop to a position though if that's want you
want to do there
