This is still occurring on Ubuntu 13.04 Raring Ringtail. I'm getting sound but no video. I have gstreamer1.0-plugins-bad, gstreamer1.0 -plugins-ugly and gstreamer1.0-libav installed. Yes, it's definitely a gstreamer problem. I assume that by w32 you mean w32codecs.
