It affects me too. Since I upgraded from Ubuntu 9.10 to 10.04, my clock (at the top-right edge of my screen) is generally blocked. (it happens to work, but generally not). Therefore, if right-click on the clock, then go to Preferences-Clock Settings, the time at the right of current time is ok : it changes every second. It affects me as well. I use the gnome-panel with two application starters, the applet 'Platten einbinden' (mount devices), Ubuntu One, the weather applet and the time applet. After login, the panel gets loaded an in some cases the clock in the panel stops immediately. Meanwhile the clock under the world map (when clicking on the clock applet) continues running. It seems, the the panel itself crashed because the highlighting of the Apps/Places/System-menus does not work any more.
