As a temporary fix, you can simply go to gdmsetup
(System/Administration/Login Window), and under the Local tab, make
sure that Show Actions menu is checked.
This, however, leaves your system open to restart by people who are
using the GDM login screen and who aren't logged into the system. Not
that this matters in almost all cases, though.
Of course, if you're running a kiosk this might matter for you.
