Exactly the same problem, this is my screenshot and it can be read in the yellow info box over the system monitor in the panel.. I see network activity in the Resources tab, but the small docked window in the tray bar shows no activity. Problem also is not fixed on Karmic (9.10a) 8.10 8.04 are OK. I also use mobile-broadband and am having exactly the same problem. Both the system-monitor and the panel-applet show no network-activity, even when I am downloading.
