Ok, it was only by accident in plugins-good and was moved back to plugins-bad upstream. So we will get it in gstreamer0.10-plugins-bad for now and later in plugins-good. You don't need to wait for the next release. If you just build the current one from the source tarball from the gstreamer website, ladspa gets built. It's in gst-plugins-good-0.10.4. I grabbed the upstream tarball, built it, then copied libgstladspa.so into /usr/lib/gstreamer-0.10/ - it seems to work fine. Thanks for your bug report.
