Public bug reported:

Binary package hint: gnome-applets

When several identical USB sound devices are connected, volume changes
in the mixer applet only affect the device with the lowest ALSA "hw:"
ID.

In my particular case, each participant in a podcast recording session
is using an identical Logitech headset and DSP.

The expected behaviour is that each device would be listed and managed
appropriately.

What actually happens is that although each device is listed in the
"Device:" dropdown of the Volume Control window, all of the entries
refer to the first device, and changes made to the setting are applied
to the first device, regardless of which one is selected.

On the console, alsamixer works appropriately when passed each device's
"hw:" ID as a parameter. Gnome-alsamixer also works as expected.
