Sorry, this is not fixed for me.

On startup / reboot:
- For a long time I see no panels at all. The full-screen windows are resized 
in a way that they leave space for the panels, but the panels themselves are 
just transparent bars showing the desktop image.
- After this long time of waiting, I see a bunch of error messages telling me 
that almost all panel components failed loading. I can choose to either delete 
these components from the configuration, or not. Either way, these components 
won't appear on the panels unless I re-add them manually. Missing components 
include the taskbar, show desktop, desktop switcher, clock, etc, more or less 
everything except the menu (applications/places/system).

After reading one of the above comments, I tried killall gnome-panel. Result:
- long waiting (but not as long as on startup, I think)
- now my panel components are all back! wow! Some of them duplicate, but this 
was to be expected, after the steps above.

Obviously I don't see this as a satisfactory solution.

I still see this intermittently - every 3 or 4 logins roughly,
irrespective of whether the login is after a boot.  This has persisted
over multiple installs (9.10 and 10.04, both x86-64).  These were clean
installs, not upgrades, with no configuration files copied, either user
or system (except Firefox and Conky).

I've added several applets over the default (CPU scaling, system
monitor, and the xkill-like applet), and the applet affected seems to be
random (but usually only one at a time).  If a race is suspected: this
machine is an i7 (8 virtual cores).

What annoys me is the dialogue that appears, offering either to do
nothing or permanently remove the applet - a retry button would save
most of the hassle if an actual fix is out of the question...

I reinstalled those ones and additionally libgnome2 and tomboy.  The config
files are now ok and there is less syslog messages.  Unfortunately the clock
applet still fails.

I don't get the segfaults into syslog any more, even though I copied
back the buggy empty GNOME_* files.  The gdm-* and gnome-* logwrites are
the only ones that look even remotely related to the panel issue - or
maybe not?

GNOME_PilotApplet.server seem broken, you should check your box and

Ok!  I reinstalled gnome-panel already but it did not fix the
GNOME_PilotApplet.server config file.  The libnm-util I did not check.  How
can I get the clean distribution version of those?

Sorry, I gave totally incorrect file list.  The broken ones are:
GNOME_Moniker_std.server
GNOME_PilotApplet.server
GNOME_Pilot_Daemon.server
GNOME_TomboyApplet.server

Could the segfault below be the root cause of the problem?  Fixing it
might make the behavior a lot more predictable.

The gnome-panel always gives several error windows when starting:

  The panel encountered a problem while loading
OAFIID:GNOME_FastUserSwitchApplet.

Additionally I get the same message for:

  ClockApplet, IndicatorApplet, NotificationAreaApplet,
WorkspaceSwitcherApplet, Panel_ThrashApplet, WindowListApplet,
ShowDesktopApplet

The panel seems to restart and throw again the error messages whenever I
try to add anything into the panel. Bottom panel is empty and totally
useless. Tried all kinds of panel and gnome restarts and reinstalls but
nothing helps.

I did miss understand the comment by Bernhard.
This is a race condition as pointed out by someone
above at least from what i am getting from posts.
The one thing i am having an issue is that Karmic
sees it sounds like it is not a reliable bug(comes
and goes)

please post yay if it is fixed and nay if it is
not fixed. No long explanations needed.

I'm not using lucid, but I'm not even sure that Bernhard is talking
about the same bug as most of us. The problem is about applets not
loading, not about the weather applet not updating.

Anyway, since this bug comes and goes, and nobody knows what's causing
it, closing it because of one report that it stopped happenning is too
hasty.

It recently happens to me mostly after reboot, so I guess it's because
the network isn't connected in the beginning. killall gnome-panel
usually fixes the problem.

My guess is that it's a timing problem: apps assuming the panel was
already loaded when in fact it hasn't been loaded yet, or something like
that. I think that that's the reason why if I log out and log in again
it works fine: libraries were already loaded, so starting up the
environment is faster so the problem doesn't happen. It also explains
why people with faster computers (the ubuntu team, perhaps) haven't
experienced it.

I'm running a P4 1.3ghz with 256mb ram. I am on Lucid and no longer see
it. I'm wondering if your issue is not the same but im not sure.

This bug seems very similar to 474495 and a few others that I've seen
but am now having difficulty tracking down.

I'm new to ubuntu and have been trying it out on netbook (dell mini 9) -
9.04 worked great but upgrade to 9.10 produced this bug (all sorts of
applets, I don't use weather) and often a multi-minute boot time (far,
far longer than 9.04), even if all the applets load correctly.

Completely fresh install didn't change it at all.

This is in danger of completely destroying any confidence in ubuntu as a
way forward for me

I have the same bug, only there is nothing on my panel. I use the
weather applets, typing notification and mail monitor, but I used them
for several ubuntus now. Before karmic I never had this problem.

Well, I can confirm you that in Karmic it's not fixed at all.
Additionally, this is a bug that many users can experience without being
able to easily reach the relevant launchpad bug entry. I myself tried
several times to google for it, and only today I managed to land here.

Ah, I have two PCs and that happens in both of them.

I can say by personal experience that It has not been fixed in Karmic.
Since it isn't clear what causes this problem, the fact that it doesn't
reveal itself for someone on Lucid doesn't necessarily mean that it was
fixed.

See also 474495 since result seems same. Panel does not load reliably. I
just booted 12 times before it loaded... 9.04 did not have this issue on
same machine...

I started getting this problem shortly after upgrading to 9.10 from
9.04.

At first, logging off and then back on seemed to do the trick.

now, a killall gnome-panel is required to get it to work and, as
mentioned above, there seems to be some issue with the weather applet.
when the log on/off was working, the wx applet was displayed.  now,
going the killall route, no weather app and trying to install it does
not work either.

I have also tried to replace the gnome-panel via the SPM.

I have not had a chance to use PC as much due to personal issues. This boot it 
worked fine. I removed alot of bluetooth stuff maybe a week ago same with 
evolution and update-* I am leaving for a 3 month trip and may bring this box 
with me to test.
I am on Lucid and i am not fully updated but i will update and test this week.
On this boot the sound is still a problem loading as muted but that is a 
different bug.

I should add that I don't get this problem as frequently after I
disabled a bunch of start up applets including the UbuntuOne client, the
bluetooth applet, jockey, Evolution Alarm notifier, Gnome Login Sound,
Print Que Applet, Remote Desktop, Screensaver, Update Notifier, User
Folders Update, Visual Assistance, and my gnome-gmail-notifier.
However, this problem does still occur on occasion, usually after the
system has taken longer than usual to boot.

If I had to guess (emphasis on guess - I haven't been counting), I now
have this problem in 1/12 boots, whereas I used to have this problem in
4/5 boots.

to reply to the comment gnome-panel didn't change a lot for several
cycles so this bug you refuse to install karmic on is probably there in
any GNOME distribution shipped in the recent years, nobody denies there
is an issue but we get hundred of bugs a day and have ressources to look
only to high priority issues and one affecting 2 users so far doesn't
qualify especially if it's easy to workaround

I just did a fresh install, and I'm still getting the errors just after
Xsplash changes to Gnome (I completely wiped the hard drive and re-
partitioned from scratch).  This time I'm not running UNR, I'm running
vanilla Ubuntu Desktop.  I did not copy over any configuration files
(except my .mozilla folder), so I don't see how this can be a local
configuration issue.

No I'm not running remix.
Butting head with Seb was not the intent. Since release is right around the 
corner (next week i think) this is something that needs to be fixed and at this 
point in release only Important bugs are looked at to be fixed and for me 
dropping to a TTY to restart gnome-panel is not something that is fun. New 
users on upgrade/install of 9.10 after release may see this and IMHO that is 
the biggest problem that this bug has, but are new users going to know to drop 
to a TTY and run kill all gnome-panel?
I have days where i run only in TTY but others dont.
I will drop it to medium as a compromise (meet in the middle) to mine and Sebs 
disagreement.

The alsa bug is not caused by this bug.
logging out than logging in with new user makes it load fine. 
I cant find setting to make login screen show up once i do i can check new user 
on reboot.

Making a new user and rebooting/restart into the new user does not see
this bug. Is there a config option to look for. logging in and out after
running killall gnome-panel from TTY works on both users.

After testing some more the problem in not in new user account however
if i log out and log into my normal account it doesnt load i have to
still killall gnome-panel for it to show up

Seb its not local since the otnly changes i made were adding 2 weather
applets and turning update* off. If you can provide a test case on how
to check this problem than i have to say its high priority. The problem
with it being local is more than one person gets this bug and its not
likely we have exact same local set config.

Someone getting this bug should do a fresh install to see if the problem
persists.  It seems to me to be some kind of race condition.  It also
takes me an extremely long time to boot.  I'm running Ubuntu Netbook
Remix - are you?  If you do a fresh install and still have the problem,
then it isn't a local configuration issue.  I don't have the time to do
so right now.

As far as the Priority goes, it honestly isn't helpful to butt heads
with Sebastian over it.  I understand how you feel, but it isn't going
to help get the bug fixed for release.  It also makes anyone who might
be able to help get this bug fixed less likely to want to work with this
bug report.  More testing, including trying to figure out why we get it
and everyone else doesn't, would be more helpful.

I would certainly agree, but right now this bug has a low priority which
means it isn't currently an official blocker.  It should have at least a
Medium priority, but I can't change it.  I want it to get noticed by the
Release Team.
