I try to reinstall the gtk-doc-tools, and the problem resolved, it seems
that my gtk-doc-tools package was damaged.

I resolved this problem by reinstall the gtk-doc-tools package. I don't
think it is a bug of the gtk-doc-tools,. Maybe i damaged a anyfile of
the package on my system.
