The bug is old and Ubuntu changed quite a lot since, there has also been
no activity here nor similar reports. Closing since we believe the issue
as described is deprecated but feel free to file a new report if you
still have problems in recent Ubuntu versions.

The information is there. In the Hardy distribution of Dell Mini, when a
new Nautilus folder is opened, sometimes (more often than not) a random
colour (often black) appears in the background (along with the text
background for the icon labels). The Dell Mini repository has not been
updated since Hardy. Reopening since the bug has not been fixed. Changes
have only been excuses for not fixing it.

I'm also having this issue, Dell Mini 9 with the standard Dell Hardy Heron 
distribution, didn't always do it, noticed it a few months ago - so probably 
about the time MichaelN reported it. It *is*  annoying (ie, I can see why he's 
annoyed). 
may to be something to do with something called RGBA, see this thread

Sorry I can't provide more info, and thanks for the workaround.

I've been using Ubuntu since Dapper, on several machines.  I just
received my new Mini 10V (with Dell installed Hardy) yesterday.  Sure
enough, the Nautilus background color keeps switching to black on me
(and yes, occasionally mauve) no matter how often I reset it to white
via Backgrounds and Emblems.  Black is nasty because all the text
disappears.  However if I switch to View As List all is well and in fact
I can then switch back to View As Icons and I have my white background
back.  Simply minimizing the window and re-maximizing it does not help,
neither does resizing or moving it.  Closing it and reopening it gives
random results, much like opening it in the first place.

Unfortunately the first thing I did when I booted my new 10V was to get
the updates, so I'm afraid I couldn't tell you if this behaviour was
present before then.

heard of this, what it is or how or how it can happening or what to do to fix

Well, well, well. Here's the response MichaelN emailed me:

Oh well,
I do not really care! Put them in the trash and quit whining because it would 
not be happening if the reposrt would be saved properly and  each one of you 
supposedly doing something about it would stop changing it. 
At this point, it doesn't matter anyway since nobody has bothered to fix the 
issue since it was reported by other users last year! Do not threaten me and 
tell me my changes are useless-you really do not want to threaten me that would 
be a bad move! And don't bother emailing me again!

  This problem has been happening since I received this computer new from Dell 
2 months ago with Ubuntu installed by Dell. I have not downloaded software or 
files or changed any settings to cause this to happen! It is getting really 
annoying. Though I have tried to learn what to do on my own and by posting this 
issue in other Ubuntu forums I am at a loss as no one knows of this or has 
heard of this, what it is or how or how it can happening or what to do to fix 
it!!

  Nautilus folder manager generates random background colors in folder when the 
folders are opened system wide and I cannot make changes to stop it. Simply, 
when I open folders on my desktop, whether it is my user folders, system file 
folders or even the folders I open on my removable drives on the desktop the 
folder window background frequently changes color from default white (I chose) 
to any color in the spectrum including black without a command prompt or script 
I can find to do so!
  Additionally, with any folder that is opened, if the color in that folder 
background changes from white to another color (blue for example)..that
