gtk-doc 1.13 depends on highlight which is in universe, so it FTBFS.

This is a bit strange, because in this page: 
https://launchpad.net/ubuntu/+source/gtk-doc
you can see that the latest version of lucid is 1.13

But here: http://packages.ubuntu.com/lucid/gtk-doc-tools
the version is 1.11

Could someone take a look?
