removing gconf/.../empathy and rebooting did the trick. I see this bug in both my i386 and AMD64 versions of Ubuntu 9.10. In the mean time I've switched to Pidgin. Thanks for taking time to report this bug and help make ubuntu better. Can you please try to delete all you accounts and quit empathy and then start again and create the accounts again.
