No, there is no way to see the current keyboard layout (I have Ubuntu
10.04 – upgraded from 9.10 –  on amd64): there is no notification area
icon for keyboard layouts! If I launch /usr/bin/gnome-panel (via sudo,
in order to be able to launch it), I can see a different panel,
including the notification you've mentioned.

That's why, I presume there is a setting involved, but indeed it is a
bug, because if you upgrade having multiple keyboard layouts, you have
to display the notification area icon after upgrade (not to set
manually, if possible, I didn't manage to figure out how to do it...)

thank you for your bug report, it has been replaced by a notification
area icon in gnome-settings-daemon in lucid which is display if you have
several keyboard layouts configured
