No, there is no way to see the current keyboard layout (I have Ubuntu 10.04 – upgraded from 9.10 – on amd64): there is no notification area icon for keyboard layouts! If I launch /usr/bin/gnome-panel (via sudo, in order to be able to launch it), I can see a different panel, including the notification you've mentioned.
