Restart might work, but to restart your whole system just to add a panel? That's...ahmmm...too brutal omho. You might as well say that it's ok if you have to restart after adding a launcher to the Desktop in order to see it. :P This is obviously a bug and it happens to me too. Adding a panel creats an invisible panel. You can see that there's something because the window frames of the applications when maximized hang to it and can't go further. I like using panles and don't want to install additional docking tools for the very same thing that a simple panel can do. Will have a look at the fix that's up and running according to Burt.P. Here is the screen shot. look all the way to right the window is not maxed all the way since the black area is where the gnome-panel that i added.
