@Rolf, it's not impossible, just slightly inoptimal, and I'm not sure of
the best way to set it up. However, I believe most people find the
default reasonable - if a user does not currently access the screen,
(s)he should not currently access the sound card either.

Thank you both for the explanation.

I would hope this can be done better.  I am logged in, just not on the
console in question.  Is it technically impossible to multiplex multiple
audio streams in case more than one user was logged in?

In fact, it seems that all players that I test are affected, including
rhythmbox, plain xine and VLC.

VT where the user is logged seem to work, but not those waiting for a
login.

This pulseaudio behavior is based on consolekit, i.e., the active seat
has permission to access the sound device. When a user switches to a
getty instance but has not completed the login, that tty is not listed
as an active seat.
