Based on your report, this may be a gnome keyring issue and not empathy.
I have subscribed gnome-keyring to get their opinion.

Ok. I think I have found the reason for this.

I have my laptop to boot and then bypass login so it goes straight to
desktop. When the desktop is reached, it asks me for a keyring password
and I put it in there. I have it set to remember the password until I
logout.

I'm not sure what the connection between this and the empathy bug is,
but after a considerable amount of time or after a system suspension the
client will not open chat windows. I restarted my computer and this
problem no longer persists. I would like to know the answer to why
empathy does this as the problem persists.
