Thank you for not reading my bug report:

7. system rescue: ALT-F2 then press ESC - reactivates gnome-panel

i think, the panel message loop is forever waiting for a button release event.
but the event occured outside its window.

 challenging to deal with as a .crash file. Please follow these
 instructions to have apport report a new bug about your crash that can

 1. open system pull down menu
 2. click administration ( sub menu opens)
 3. move pointer inside sub menu
 4. press and hold right mouse button
 5. move the pointer outside any open window and release the button

 - CRASH -

 6. system - pull down stays open. forever. no mouse or key events are 
 recognized (no ESC - Key, no clicks)

 7. system rescue: ALT-F2 then press ESC - reactivates gnome-panel
