I solve this problem by adding the info about my layouts in the /etc/default/console-setup # The following variables describe your keyboard and can have the same # values as the XkbModel, XkbLayout, XkbVariant and XkbOptions options # in /etc/X11/xorg.conf. This bug has appeared for me in Intrepid (keyboard indicator 2.24.1) can this bug be remarked as open or should I open a new bug report for 2.24.1? For me it's changing between English, Greek and Hebrew. English continues to show USA, but Greek comes up as ?? (not Gre) and Hebrew as ??2 (not Isr).
