Public bug reported:

After having clicked on "hibernate", the screen turns dark, but
hibernation does not take place. When e. g. the "shift" key is hit, the
screen asking for the password (as after locking the display or awaking
from "suspend") appears. CPUs 1,2,3 are then at maximum frequency, CPU 0
at powersave frequency. This problem can be reproduced readily.

OS: Ubuntu 11.04 x86_64, all of the updates are installed (8.8.2011), 
2.6.38-10-server kernel
