Examined the particular file further. It is a .cbr file - I misspoke when I said it was .cbz. It appears to have a corrupt header. That means the real problem is that evince is responding with the wrong error message - it's saying I can't open this type of file when what it really means is I can't open this particular file. A bit like saying you don't like Australians just because you once met Rupert Murdoch. To test this more general hypothesis, I created a text file, filled it with gibberish, and saved it as foo.cbr. I double-clicked to open it in evince, and got the same File type RAR archive (application/x-rar) is not supported message.
